CLERK’S RECORD OF WEDNESDAY DECEMBER 3, 2025 WILMA TOWNSHIP BOARD OF SUPERVISORS’ MEETING

Chair Mike McCullen called the meeting to order at 7:30 pm. with the Pledge. Also present, Supervisor Alden Shute, Clerk Paul Raymond, Treasurer Patrice Winfield, Deputy Clerk Cindy Kleinschmidt, Daniel and Rebecca Calder, Clay Heller, Jr., Cindy Kleinschmidt, Zach Hanson, and Steve Menth.

Clerk’s Report of November Board Meeting. Paul read the report; Mike moved to approve; Alden seconded; passed.

ROAD REPORT: Trees were over many roads after the storm before Thanksgiving and had to be trimmed by Daniel Calder: Little Tamarack Lake, Vink, and North Duncan Roads. When Daniel had to use his own chainsaw, he can bill $10 per hour, per Alden. Paul billed the range line towns for brushing the joint roads and asked Alden if Fornengo Cement brushed Crooked Lake Road? Fornengo only billed for Eagle Head. Alden said he did do it and will bill us separately. Alden said Paul needs to trim trees on his drive.

OLD BUSINESS: Clerk/Treasurers training was held in St. Michael on Nov. 20. Patrice attended. She said they didn’t cover Minnesota Paid Leave in CTAS, and had no handouts to share with the clerk.

NEW BUSINESS: Pine Co Hazard Mitigation Plan: Denise Anderson: The public review and comment period for the Pine Co. Hazard Mitigation plan is open from December 3 to the 17th to plan for natural disasters that can threaten our county. After that the plan will be sent to FEMA for review.

Minnesota Paid Leave: Poster posted in town hall and notice given to all officers and employees. This program starts January 1, to give paid time off for workers for illness or birth or caring for loved one. To qualify for payments must have been paid$3,900 in 2025. The state pays the paid leave funded by premiums paid by the town and the employee. Current rate .88% of covered wages. The township can deduct up to 44% of employee wages and pay the rest. Mike moved that the township pay the full premium, .88% of employee and officer wages. This will be in the CTAS program updates. Alden seconded; passed.

CTAS and Windows 11:To use CTAS, the clerk and treasurer have to have Windows 11 computers. State Auditor: “Windows 10 is no longer supported by Microsoft. Being CTAS is based on a Windows Operating System, our office only supports the program on operating systems supported my Microsoft and will not dedicate support time if there is an issue with the program.” Patrice will buy a laptop with Windows 11 and a new printer, paid by the township ($800). Paul had to buy a new computer and asked the township to pay half of the cost plus the cost to transfer all township records from the old computer to the new one. Mike moved to pay half and the transfer cost; Alden seconded; passed. The Clerk requested to use the old township laptop for his CTAS backup and to use for CTAS, and that it not be erased. His laptop won’t run CTAS. Patrice said she has no use for it, but it can’t get CTAS updates. Paul said it will still be good as a backup for him.

New Lighting in Fire Hall: Ervin Kleinschmidt put new lighting in the Fire Hall so it is much brighter. Wiring was not up to code so he updated it. He says the roof leaks again. Grader Hall is very dim. Mike took everyone to the grader hall to see the bright lighting and how dim the grader hall is. Mike said Erv would be willing to install new lights in the grader hall also. Discussion on who should pay for the upgraded lighting, the town or the fire department? Mike said all the townships in the fire department have agreed to build and maintain their fire halls, for the benefit of their citizens. If we tried to make the fire department share in the utilities or maintenance, the township donations would have to increase to cover it.

Grader Hall Roof Leak: We will need to hire someone to seal and patch the roof nails again.The roof was last patched in October 2017, nine years ago. The project was completed at budget by Beaver Roofing from Moose Lake, Steve Vogel, $3,580.

Donation by Two Creeks: Glen and Stefanie Williamson donated $2,250 to the Township for the fire fund. This will help cover the increase in the 2026 payment to the fire department.

Meeting Agendas: Clay said he doesn’t have time to study the agenda when it is given the same night as the meetings. Paul said it is always being updated and is only ready for the public by the meeting. He can’t send it earlier.

Minnesota Association of Township’s Annual Conference: Will be Thursday, December 11 through Saturday, December 13, 2025; St. Cloud River’s Edge Convention Center. Paul has registered to attend. He can bring any questions the board has to the MAT attorneys.

Township Day at the Capitol: March 2, 2025; 10 a.m. to 5 p.m. Capitol Radison . Free. Lunch provided. To lobby legislators. Discussion on value of this; Paul said this is our best opportunity to have one-on-one meetings with Senator Rarick and Representative Nathan Nelson and we can lobby them for better cell phone service and to exempt township officers from Paid Leave. Paul plans to attend.

Township Election: March 10, 2026, for Supervisor and Clerk. Paul and Alden are incumbents. People can file to run for office from December 30, 2025 to January 13, 2026. Annual meeting follows.

Treasurer’s Report and Claims: Total bills: $3,405.29. Alden moved to approve her report and transfer $3,400 from savings to checking. Mike seconded; all aye. Passed. Mike moved to adjourn; Alden seconded. Adjourned at 9 p.m.
